Can a child under the age of 3 years be carried unrestrained in the vehicle’s front passenger seat?

Explantion: Generally, children must never travel unrestrained in a vehicle. Children under 3 years of age must be restrained in an appropriate child restraint system. Warning: Never use a rearward facing child car seat in a seat protected by an active frontal airbag.
