When is a driver allowed to carry more passengers in a car than there are seat belts available?

Explantion: A driver must make sure that each passenger in the vehicle has a seatbelt. Failure to wear a seatbelt is an offence. It is the driver’s responsibility to ensure that passengers under the age of 17 wear seatbelts. Older passengers are themselves responsible for wearing seatbelts.
